In a radical and historic move made on Thursday, Mario Draghi, Chairman of the European Central Bank (ECB), announced that it would be imposing a negative interest rate on banks for their deposits. In other words, Draghi told the European banking community that if they don't start lending and investing, they're going to be charged capital for not doing so.
